With your cursor located in your Pages document where you want the circled latin small letter i inserted, press control + cmd + spacebar to open the character viewer. In its search field, enter U+24D8, and you will see the character in the middle panel. You simply double-click on that ⓘ character and it will be inserted into your Pages document at the cursor position.
Beneath that character information in its right sidebar, you will see a button to Add to Favorites, and in the future you can click ✭ Favorites in the character viewer left sidebar and immediately have that character available.

There's no keypress for that, but you could make a text replacement in system settings > keyboard > text > replace with

You paste ⓘ in the "with" column, and type something you don't normally type in the"replace" column, like "(i)"
Just using the shortcut of parenthesis i parenthesis produces U+24D8 . I guess I have to open character viewer each time I want ⓘ.

Do you mean that you have ⓘ showing in the "With" column, but typing (i) produces the 5 characters U+24D8?
What app does that happen in?

I'll try that method on this reply: Okay that must only work in Pages. I was hoping to insert encircled i within any text. One more time ⓘ success. Once saved to favorites it appeared with double click or drag and drop.
Thank you.

Will give a try here: U+24D8 oops that did not work.. try again U+24D8 nope. I'm missing something.
You need to type a space after your shortcut. That one seems a lot more work than necessary..."aa" or "ii" should work just as well.

Yes, I mean that. I happens right here on Apple Community.
Are you using some browser other than Safari? Does that also happen in Pages? I can't duplicate this behavior, I always get ⓘ .
