Using same sound file. Text tone is lower in volume than ring tone volume. How to raise text tone volume!?
In Sounds and Haptics: Ringtone and Alert volume is at full volume. Change with Buttons is on.
Attention Aware Features is off (under Face ID & Passcode).

If the volume of your ringtone and text tone are different, let's first ensure your iPhone is updated to the latest version of iOS. This installs feature improvements and bug fixes that can resolve unexpected behavior like this. These steps from Update your iPhone or iPad show how to do this:
1. Back up your device using iCloud or your computer.
2. Plug your device into power and connect to the internet with Wi-Fi.
3. Go to Settings > General, then tap Software Update.
4. If you see more than one software update option available, choose the one that you want to install.
5. Tap Install Now. If you see Download and Install instead, tap it to download the update, enter your passcode, then tap Install Now. If you don't know your passcode, learn what to do.
If this continues after updating, test to see if this occurs with multiple tones or only with one specific tone. This will allow us to isolate this further.

Since the issue persists with both your custom sound and a default tone, it would be best to connect to Apple Support about this issue. They will have the ability to document and troubleshoot this issue a bit further.

Disparity in volume persists in spite of upgrade using sound files I had downloaded.
Per your suggestion, switched sounds used to "Apex", a 'default' sound included with the iphone. Disparity in volume persists with Apex sound file: as ringtone is louder than Apex as text tone.
