High ringtone volume low text tone volume.

Volume of ringtone is louder than text tone volume even when using the same ringtone for both. The volume slider changes volume for all tones ie. Ring Tones and text Tones. I have disabled all awareness and sound safety features yet the problem still persists. There does not seem to be a separate volume control for text tones yet the volumes are completely different, volume level set at 100% ringtones are loud, yet text tones are about 50% of the ring tone. I repeat this is using the same tone for both ringing and text. It should be the same. I have seen plenty of forums with the same problem yet no solution to it, please help.
