Download button disappeared on safari

I inadvertently cleared my download list and I cannot recover it.

I have since downloaded items as I had understood this would restore the download button, but it did not. I see that the download button remains relevant as it is in the ipad ios 16 user guide. How may I restore this convenient little download button to my safari?

ios 15.7.2, ipad mini 5th gen, wifi only
