if I have Apple TV Plus is my Provider the company that provides my internet?

We need more context. Where did you see ‘provider’ in association with Apple TV+?
It can be about a mobile service provider that e.g. made an offer for Apple TV+ in combination with a service plan.
It can be about a cable TV provider that e.g. offers the Apple TV+ app on their cable box.
It can be an internet service provider. Not sure how that could relate to Apple TV+, though.
