Contacts on iCloud
My old phone is not transferring contacts to new phone and there doesn’t seem to be any contacts on iCloud

Hey sharonc66,
Your contacts will typically be synced from an email account rather than existing on your device itself. If you don't see your contacts at iCloud.com it is highly likely they're synced to a different account.
Do you have an existing email such as a Gmail, Yahoo, Outlook etc? This account would likely still be on your old phone unless you've wiped / removed it. You can check under Settings > Contacts > Accounts on that old device.
If there is an account there other than iCloud with Contacts toggled on, just sign into it on your new iPhone under Settings > Contacts > Accounts > Add Account. After that, wait a few minutes for your contacts to sync over.
