How can I set Apple ID on iPad 1 ?

I am not completely clear what you mean by "set Apple ID". If you mean sign in on the iPad:
1. Open the Settings app.
2. Tap Sign in to your [device].
3. Enter your Apple ID and password.
4. If prompted, enter the six-digit verification code sent to your trusted device or phone number and complete sign in.
Since the iPad 1 will be running an old operating system version, read this next document for instructions on how to do step 4 above:

What if I use two-factor authentication on a device running older software?
"If you use two-factor authentication with devices running older OS versions—like an Apple TV (2nd or 3rd generation)—you might be asked to add your six-digit verification code to the end of your password when signing in. Get your verification code from a trusted device running iOS 9 and later or OS X El Capitan and later, or have it sent to your trusted phone number. Then type your password followed by the six-digit verification code directly into the password field."

The iPad 1 is very old and obsolete, there is an option that it is not possible to make an Apple ID on that particular device
