touch id requires passcode

My iPhone SE always requires a passcode after 3 attempts with Touch ID.

This occurs even when I have been using my phone within the last few minutes

Touch ID is enabled with 4 fingerprints accepted (I've tried redoing the fingerprints with the same result).

This has always been the case since I first got my iPhone several months ago and my husband has the same problem with his iPhone.
