Is there a way to use family setup for children who have their own phone?

My son has his own iPhone and I want to set up his new SE watch such that it shares the same cell phone number, contacts, etc. with his phone. I would still like to manage schooltime and other features. Is that possible and, if not, what's the best way to set up his phone?

Since he has his own iPhone, you don't want to use Family Setup. Instead, set up the watch on his iPhone and use Parental Controls on his iPhone, which should translate to his watch as they are tied together.
