Prevent Kids From Changing VPN Settings - Apple Community
The solution in this discussion seems not to work for me. I can still disable the VPN. Any ideas how to prevent this? (I basically want to do the same but I am testing it on my phone first)

Unless you live in a dictatorship or oppressive country or you want to steal copyright material, you do not need VPN and it will cause speed problems, your security is compromised and you will often find difficulty updating the iphone.
Uninstall it then you will not have this problem.
