Date and time issues when using screen time passcode

How can I change the time zone setting to manual when using screen time passcode? I want the setting to stay on our home time zone on my son’s phone so that downtime limits apply to “home” time. Every time I turn off the screen time passcode to change it to manual it will let me make the change but will automatically set it back to automatic when I turn it back on.
