There could be a few different reasons why your software update is paused on your iPhone 13 running iOS 16. Here are a few things you can try:

  1. Restart your iPhone: This can sometimes help resolve any temporary issues that may be causing the update to pause.
  2. Check for available storage: Make sure that you have enough free storage space on your iPhone to install the update. You can check the available storage by going to Settings > General > iPhone Storage.
  3. Check for any errors: If you see an error message when trying to update, it may give you a hint as to what is causing the issue. You can try searching online for the specific error message to see if there are any known solutions.
  4. Try updating using iTunes: If you're unable to update wirelessly, you can try updating using iTunes on your computer. Connect your iPhone to your computer and open iTunes. Then, click on the iPhone icon and select "Update" to start the update process.

I hope these suggestions help. If you continue to have issues updating your iPhone, you may want to contact Apple support for further assistance.
