Is it an AirPrint-enabled printer? If so, to begin with, make sure that the printer and the iPad are connected to the same Wi-Fi network (router).

Wait two to three minutes. Power on the router. Wait two to three minutes. Power on the printer. Wait a minute or two. Power on the iPad. Finally, power on all other devices/computers.

According to the specifications, the HP OfficeJet 4655 All-in-One Printer appears to support AirPrint (albeit not specifically listed in About AirPrint - Apple Support).
So, it should work, if you connect the printer to the same Wi-Fi network (router) as the iPad. This printer operates in the 2.4 GHz band only.
The AirPrint technology as such does not require additional software. The HP Smart app may or may not be needed/useful.

Use a Wireless Print Server:
AirPrint would need to be there. However, try using a wireless print server. See this Amazon search queue: wireless print server
It is n old printer. Hp Office Jet 4655.
