it appears only on the wall paper no matter if i changed the wallpaper it still remains and when i restart my mac it goes of and comes back again after a little can someone explain what is this please?

Take a screen shot & view that in Preview, move the Preview window around, if you see double lines it's a Video card/VRAM problem, if the lines do not move moving the pic around then it's the LCD or cable.
Is it getting Hot when this happens?

Seems there should be since it's intermittent, see if you can run this...
What temperatures does this App report? Especially the GPU.
This App can be used to speed up the fans, all my iMacs would be dead without it.
Never ever ever drop fan speeds below the speed that the Mac itself is calling for.
