I had my husband set my screen time password so that I wouldn’t know it. Now he has forgotten it and I want to be able to adjust some settings. I can’t though, the failed passcode attempts doesn’t reset, and I have to wait an hour between each attempt. We’ve attempted 10 times!
How can this be corrected?

Your screenshot suggests the iPhone passcode, not the Screen Time passcode, is the subject of attention.
The only way to rectify a forgotten iPhone passcode is to wipe the iPhone as suggested by the article I linked above with this subject.
Perhaps it’s too late for this …

Actually, it’s sort of the other way. The “Forgot Passcode?” option was added fairly recently (perhaps with iOS 14 or so). Before that, there was no option after forgetting a Screen Time passcode other than erasing the iPhone and setting it up as new.
Nope. I can log into my phone just fine. Do it multiple times a day. Screen time is the only thing affected.
I took that screen shot in the screen time section of settings. This is how it looks before attempting to enter screen time the picture from before is after a failed attempt

This is what I see, there is no option either before trying a code or after for having forgotten a passcode. I don’t really want to reset my whole phone because of this one feature.
