cant re-install discord because of "billing info"

i recently uninstalled discord while it still had an ongoing subscription on it, when i tried to reinstall discord it said i needed to "manage payments" and it brought me to a card that i had cancelled LAST YEAR and also wasn't even the card i used to pay for the discord subscription. so i decided just to cancel the subscription and remove the old card from my apple ID but it still will not let me download discord with putting in billing info. it also does this when i try to re-download apps i didnt even have a subscription for. how do i fix this?

From Remove a payment method from your Apple ID - Apple Support

- If you have any active subscriptions, you must have at least one payment method on file other than Apple ID credit.

Apple may insist any problems it may be having verifying an existing payment method first be resolved with your with your financial institution. You can instead try removing old payment information but you may need to enter a new payment method first and promote it to the top level of the payment order.
