I have files backed up on Time Machine from an old MacBook that still uses the 32-bit apps. How do I go about updating the old iPhoto to Photo (64 bit app) to enable the transfer of photos?

Restore the iPhoto library from the backup, launch Photos with the Option key held down, click on Other Library, and choose it.
