Can I copy my iTunes media folder content of my itunes on an old PC logged in with my previous apple ID and paste it into a new PC computer that has iTunes downloaded and logged in with my new and different apple ID, so that I have access to all my music with my new apple ID email login?
Not exactly.
Unless you use Apple Music (the subscription service) your Apple ID deals only with music purchased from the iTunes Store. Music that you have added to iTunes from your CDs, or purchased from other online retailers (such as Amazon or Bandcamp for example) is unaffected by the status of your Apple ID.
What this means is that if you have any music purchased from the iTunes Store it will not be available to you under a new Apple ID.
