Netflix restriction on ipad for kids
why does ipads remove netlix when content & privacy restrictions are turned on under my kids account?

Depending on the particular options selected, certain apps or content may not be available while content restrictions are enabled. This resource has more details, for reference: Use parental controls on your child's iPhone, iPad, and iPod touch
Per the App Store entry for Netflix, it is rated 12+: Netflix So definitely make sure to double check the Apps option under the Content & Privacy Restrictions > Content Restrictions menu while reviewing your Screen Time settings.
