"passwords are locked" message on iphone and ipad

I was updating a banking password on the iphone and a message "Passwords are locked" popped up in the middle of changing it. I get the same message on my iPad. How do I unlock it? And how did this happen?

To help resolve this issue, restart your devices and try authenticating again using your fingerprint or passcode in Settings > Passwords: How to find saved passwords and passkeys on your iPhone


View saved passwords and passkeys in Settings
1. Tap Settings, then select Passwords. In iOS 13 or earlier, select Passwords & Accounts, then tap Website & App Passwords.
2. Use Face ID or Touch ID when prompted, or enter your passcode.
3. To see a password or passkey, select a website or app. 
To delete a saved password or passkey, tap Delete Password or Delete Passkey.
To update a password or passkey, tap Edit.

Also, make sure your iPhone is up-to-date. Apple's updates contain software that is crucial to the operation of your iPhone: Update your iPhone or iPad - Apple Support
