I got pre-owned macbook air from my sister and I want to set it up under my apple id. She has removed the machine from her icloud account (done it via remote session with her to ensure it is done properly), but I'm still stuck in recovery/activation process where I'm being asked for her password. How long does it take to update apple's activation servers? btw, asking for her password, or resetting it, so I can install OS is not an option at this moment.

If your sister has already removed the Mac from their iCloud account, restart the Mac before attempting to set it up again. It may also be necessary to erase and reinstall macOS following this article: How to reinstall macOS.

This macbook has been already reset/wiped via recovery option (no access to OS anymore), so Apple suggested steps can't be executed. When I attempt to reinstall macos it goes straight to the Internet recovery and asks for her login credentials. The message claims it is under her management, but she has already removed it from her icloud.
SHe had some spare time yesterday, so we tried again. Surprisingly, this mac re-appeared in her icloud and when she tried to remove it again she got a message it will re-appear once it (mac to be removed) is online again... WTF??? It seems like she can't remove it from her iCloud. Does that mean your mac becomes unusable once you get rid of it without apple approved wipe procedure? I don't know, if this is another brick thrown by Apple at pre-owned market to discourage people from buying used macs, or some bug in the process.
