How come it’s telling my iTunes account is locked / disabled?

I had a several small fraudulent charges on my account within the last year. Disputed them with my bank (2times) and end up getting a refund and now when I go to download anything (free) or let me pay for my iCloud storage. Keeps telling me that my iTunes account is disabled… why is that?

There's a problem with your iTunes Store account information which can't be fixed from your end. Click here and contact Apple Support at a time they're open; if the link doesn't have an option for your country, use this form.
