You must erase the whole drive or Install Mojave on an external drive.

What BDAqua said, providing the Ventura installation did not apply firmware updates that would be incompatible with Mojave. None of us know that.
Ideally, you would still have the last Time Machine backup from Mojave and it was not used thereafter.
You didn't say why you wanted to revert the operating system.
I wanted to go back to Mohave So that I could continue using Quicken 2007 Check register.
Also after updating to Ventura many of my Excel files became Word Files and I can not read them.
