To which there have been at least 3 different replies specific to that question.
If the user wishes to move Sideways on the question, that is fine but let use work on the Original before moving sideways

To Test the functionality of Notes without an iCloud or Exchange account associate with a New Fiolder and renaming of it

We must have posting at the same time, so missed the Exchange aspect above .
In effect, the issue is not with Notes application but rather the interactions between Notes and an Exchange Account.
Here I must say, my skill set related to Exchange Accounts is lacking 😔
To provide more Quality Solutions specific to this issue, perhaps one of the Other Contributors, with that experience, can jump back in and walk your through this issue.

Although the designation of Best Answer was given, I do thank you for this.
I can create new notes and delete them, but I cannot move notes from one account to another nor create a new folder in either of the two Exchange and On My Mac. Also, Select > cut or copy > paste is under Edit but not available for either account. I am trying to use Notes without iCloud. I would like to have only the On My Mac account with folders.
I have On My Mac enabled and set to default. I need to move notes from Exchange to On My Mac before I delete it but select > cut or copy > paste is not available. That along with not being able to create folders is the problem.
I don't think this has been asked yet. Are you using a login account that has Administrator Rights? If not, try it with an admin account. Or even try it in safe mode to see if the safe mode diagnostics fix what might be otherwise the problem if not related to Admin privileges. That's about all I have to add.
All I can suggest is to boot into Safe Mode then restart normally. Sometimes that will clear anomalies.

On the folder to be " Renamed "
Right click the intended renaming folder and a Sub Menu is presented.
Choose the action you what to perform including " Rename " and type the New Name

This Ventura 13.1. As shown, no New Folder option in the drop down menu.

1 - " Default Account " and remove the Exchange Account
2 - Last Option in image and Check the Enable the " On My Mac Account "
Like magic the New Folder function appeared. Now to get copy and paste to work. Select All works but it will only delete notes, not move them.
Both work in Ventura…
