The following from Notes Help does not Rename a Notes folder, the actions only open SORT. How to Rename a Notes Folder Mac Ventura?

The Original question was " Rename Notes Folder " .
To which there have been at least 3 different replies specific to that question.
If the user wishes to move Sideways on the question, that is fine but let use work on the Original before moving sideways
It appears that you can not rename any default folder names. Only new folders or sub-folders that you have created can be renamed.
Just to add, you cannot rename the default "Notes" folders.
All the above replies bring up a very good point - Can not Rename the Default Notes Folder.
If that is what the User intended to perform, it can not be done.
I cannot make a new folder either.
I am not working on iCloud. My Notes are on Exchange account and On My Mac account.
I am not using iCloud. I use Exchange and On My Macintosh accounts.
I am trying to add a new folder to name/rename it. The encircled + Folder is not available.

I am finding that creating new folders and renaming them may be a function only available in an iCloud Notes account.
On My Mac account is enabled, but I cannot create a new folder to that account to name or rename it.
Are you able to edit anything in Notes? New Note, change a note, etc?
It seems like the app data is somehow locked.
Yes I am admin and logged in as such. I do not know if this situation is from the last Ventura update or has always been on this machine. I just now need to organize notes and move them, but can't.
