Given that the screen size and screen aspect-ratio are totally different, it is impossible to mirror the Home Screen layout between iPad and iPhone.
The best that you can hope to achieve is to manually arrange your App icons and App folders to best mimic the two different screen layout - accepting that you may need to have fewer Apps and App folders per Home Page than the device itself may accommodate.
Similarly, iPadOS supports placement of widgets on Home Screens - whereas iOS/iPhone does not have this facility.
