To create a bootable installer for OS X Lion, you'll follow these steps: Create a bootable installer for macOS - Apple Support
Please note it does say "If your Mac is using macOS Sierra or earlier, the command should conclude with --applicationpath followed by the appropriate installer path, as shown in the command below for El Capitan."

We also want to be sure we're providing the best way for you to reinstall this software. You mention recovery being locked. What do you see exactly when you try to reach the recovery area? Is it the hard drive is locked in Disk Utility or does it not allow you to reach the recovery area at all?
