Tab Groups won't delete

I can't delete tab groups on my iMac. I have followed all the directions on How to...No luck. Please don't tell me I have to restart my Mac in Safe Mode as was suggested back in Feb 2022. This is a really big hassle. Please fix this problem.

How do I delete all tab groups in Safari? I don't know how it happened, but I can't use Safari on any of my devices due to it being bogged down with over 1200 tab groups. I checked my cameras at home and sure enough one of my cats sat on my keyboard and somehow created over 1200 duplicate tab groups, each containing over 380 bookmarks. I have tried turning off iCloud syncing. I am unable to delete any tab group individually as it just freezes the computer. How can I delete all tab groups simultaneously? Thanks!

Are you given the option to delete the tab group? Does it reappear after being deleted?
