Unable to duplicate a note in Apple Notes for iCloud PC

I am attempting to pull everything from Evernote to Apple Notes and have been successful in the migration of the notes. I have need to access and edit the notes at times using a PC however. The PC I have runs Windows 11.

I go to icloud.com on the PC and then choose Apple notes and see all the notes that have been migrated. One of those is a "template" file that I use as a repeated note entry. What I want to do with that note is duplicate it, change the title and then fill out the form on the template note. I'm easily able to do this when I'm on my Mac, but on Windows, I get the standard browser contextual right-click menu, NOT the Apple Notes contextual menu which has "Duplicate Note". The standard "Ctrl-D" doesn't work as a hot key because it's tied to another function in Windows.

What can be done? Apple Notes doesn't have a template function, so the only way to accomplish a repeated entry is by duplicating the note, and you apparently can't do that in Windows 11 ?
