changing font size in mail settings does nothing to change font size when composing emails
everything works fine on old macbookair running Monterey
but doesn't work as expected on new macbookair running Ventura
thoughts?

If you are saying changing the Message font in Mail > Settings > Fonts & Colors makes no difference try booting into Safe Mode then restart normally.
