This is a user to user forum, we cannot fix anything for you here. The error means there is something wrong with their Face ID camera. If you recently had the iPhone services or the screen replaced damage may have been caused to the camera in the process.
Follow the steps in the support document you posted from. If those steps do not work, then set up an appointment at an Apple Store or authorized service provider to have them check it out and repair it.
