Someone is tracking my location through their air pods

My daughter in law received this notification: "Your current location can be seen by the owner of this item." It is showing air pods. She turned off my location but when the unknown person searches for their air pods, it reactivates my daughter's location and she cannot disconnect their device without the device. We don't know who's device it is and if they are tracking her location on purpose. I am concerned for her safety and need to know how to disable it. This is the second notification she has received in two weeks.
