HomePod Mini will not recognize HomeKit accessory’s

You've done some great troubleshooting thus far. Make sure that the devices being used to control the HomeKit are all updated and restarted, as well. That can help with this behavior sometimes. Check that voice recognition hasn't someone become disabled and that it is set up properly by following this article: Set up voice recognition on HomePod mini or HomePod.

restarting every homekit device is an unreasonable suggestion. every item works individually in the homekit app, but homepod sees none of them it appears to be an issue between homepod and the homekit app.

two of my Apple TV had logged out, perhaps after the last update. when i signed them back in, the homepod worked. some sort of passive aggressive way to tell you you have a problem with an apple device.

It may help to rename the HomePod. Apparently this may trigger a refresh of the state of HomeKit such that it sees your devices.

Home app > (three dots at top right) > Home Settings > Home Hubs & Bridges can sometimes offer clues here. Power cycle anything that isn't either connected or in standby.
