Before you try again read two of Apple's support documents. The first link is probably the most important; this is to check that Apple Pay is active in your country. If it is not active it won't load your card.

The second document lists the steps to take to load your card to Wallet to use Apple Pay.

Learn if your country/region supports Apple Pay. To check if your card is compatible with Apple Pay, contact your card issuer.
