I have a used Ipad that is locked. I do not know the ID or password of previous owner. I did factory reset twice. Still cannot get in????

If a previously used iPad is disabled or Activation Locked, the iPad is (and will remain) useless to you.

Can't bypass the icloud activation lock without the previous owner information. The ipad is useless since you don't have that information.
