I recently upgraded phones from 11 Pro Max to 14 Pro Max. I backed up my data, including Maps (as far as I can tell) to iCloud and transferred to the new phone. However, none of my saved places transferred. Am I able to recover that data on the new phone? And if so, how?

Are your favorites still showing on your iPhone 11? Just in case we need to attempt to transfer them again.
Please verify on both devices in Settings > your name > iCloud that Maps is enabled
Also on your new iPhone, be sure that there isn’t anything asking you to verify your Apple ID in the Settings app. If there is, go ahead and enter your password and make note of what happens.
