It sounds like you need more space in iCloud and would like to archive your notes. This article can help do that as well as archive other data if needed: Archive or make copies of the information you store in iCloud.

Make a copy of a note on your Mac or at iCloud.com:

Once a copy is exported to your computer, you can safely delete your notes in iCloud where they would also be deleted from all devices you sync with.
