Incorrect Special Characters (shift) after macOS Ventura Install

After installing macOS Ventura on my 2018 Macbook Air I am now getting incorrect symbols when trying to type non-alpha-numeric characters (¡!#$%/). If I hold the shift key and type numbers 1 thru 0, I get the following characters, ¡!#$%/&*(). Some are correct and some are not. Particularly frustrating is that I can not conjugate verbs (no apostrophe) and I can not get the at symbol for an email address.
