iCloud blocked

I tried to pay for an additional place in iCloud, it did not work. in the end it turned out, but my iCloud was blocked. How can I dispute this action? I can't upgrade or pay for anything. please help me. iCloud blocked - and I do not have access to the mail that is linked to this iCloud. the password flew off from the mail application in the iPhone, it was the last application where I used the mail.

It sounds like your Apple ID was blocked or disabled.
