When using Quick STart to transfer data from old iPad Manually, it just goes back and forth.

Am trying to set up new iPad directly from old iPad via Quick Start.

Both are plugged in, on same wi-fi with Bluetooth on, etc. and when I select "Set Up Manually" it goes to Apps & Data next page, and asks to choose how to transfer, I select "Transfer Directly from iPad." Then it just bounces back to the preceding page of quick start where I select Set Up Manually.  There is no indication that any transferring has begun...it goes from one page back to the other. Eventually, the new iPad goes to sleep and have to re sign in.

Use Quick Start to transfer data to a new iPhone, iPad or iPod touch – Apple Support


If the donor iPad, from which you are transferring your data precedes iOS12.4, QuickStart will not be available. If you experience difficulties using QuickStart, restoring from an iCloud or iTunes backup may be less problematic.


“Transfer” is rather a misnomer. In reality, your data and setup is merely cloned to the new device. Nothing is moved or removed from the original device.


An alternative is to restore either an iCloud or iTunes backup to the new device:
