How do I turn on ask to buy for my adult child?

How do I turn on ask to buy for my adult child. It's currently off. He signed up for YouTube Premium that I don't want to pay for (too late for that and it's been cancelled). However we are subscribers of AppleOne Premiere Family Plan and I want to share that access with him. How do I keep him from making purchases that are charged my account, while still giving him access to the AppleOne Premiere Family Plan? I'm confused on how to do so.

Thank you for your suggestions and please hold on to your judgements.

Unfortunately for you, you cannot turn on Ask to buy for anyone over 18.

If a family member turns 18 and the family organizer turns off Ask to Buy, the family organizer can't turn it on again.

You can turn off purchase sharing and still share subscriptions however:

If you're the family organizer and you don't want to share a payment method with your family, turn off purchase sharing. When purchase sharing is turned off, you can continue to share subscriptions like Apple TV+ and Apple Arcade. When Purchase Sharing is turned off, everyone must use their own payment method.

This will turn off purchase sharing for the entire family however, so I don't know if this is an option for you or not.
