I was moving a bunch of stuff from my iMac hard drive to my USB external drive (Western Digital My Passport) and in the process I can now only open iPhotos when the external drive is plugged in. I would like to copy it back to my iMac but haven't quite figured out how to do it.

So they can open the Library, but the problem is they can only do it when the drive is plugged in. That's why they want it back on the internal drive.

The OP has indicated that Yer_Man's interpretation of their question was correct. I think that obviates the need for further analysis.
Alternatively, you can open it by holding down the option key when you start iPhoto/Photos and navigate to where you have copied the library.

Maybe because OP couldn’t open it. Maybe not. But OP did not suggest it was a mistake. So an option was presented. Choices.
