If you are through Verizon, you can call them (or chat through the My Verizon app) and they can fix this for you. It might require having to speak to a supervisor.

Go to Settings > Messages and switch on Send As SMS. Then your iPhone will send messages as SMS when iMessage is not available on your recipient's phone. Some carriers will make a charge for this.
