If the observations are repeatable with other users and they confirm they have the same problem with other users (i.e. eliminate a setup problem with your Watch) then you can put in a bug report.

NB you may need to put your OS and iOS versions etc in the problem text box as the dropdowns are usually out of date.
If you are the only one with this problem then erase and unpair the watch and set it up again.
