Ventura - was using the mail app with Verizon/AOL and Icloud.

Ventura - was using the mail app with Verizon/AOL and Icloud for years. AOL was always dodgy, and after a series of issues its time to dump it, and just use icloud. I got AOL to forward all mail to my icloud address. Decided to move mail to icloud so same mail across devices. This works ok in IOS using the mail app. I can't make this work in the mail app in Ventura. I had a verizon account, a icloud account for me and a separate icloud account for my wife - hers works fine. I can only get to mail by logging into icloud from a browser on the Mac this, of course does not have my mail archive from the old verizon or Icloud account.

an IMAP account sync across devices by definition.

You can always check your iCloud and verify your Mail is checked if it proves to be the issue...
