How do I stop getting the Pop up “verification required” when I’m REDOWNLOADING an app (I can’t get rid of credit cards cause they have “active subscriptions”)

For help with Apple ID payment verification, make sure there are no alerts on your payment information using the steps below found in the article here: Add a payment method to your Apple ID
"Add a payment method on your iPhone or iPad
- Open the Settings app.
- Tap your name.
- Tap Media & Purchases, then tap View Account. You might be asked to sign in with your Apple ID.
- Tap Manage Payments.
- Tap Add Payment Method.
6. Enter the payment method details, then tap Done."
