What do I do if I find a lost iPhone?
Isn’t it better to send it to Apple? Police in this Area arę heavily involved in drugging and skinning at a local POW-WOW. They consider it a religion backed by their University. As Diplomats, direct contact with foriegn police is not done.

That's an intractable and expensive problem at any appreciable scale and there are a billion iPhones and some number of those are lost or stolen every day, and that's all assuming every lost iPhone is even associated with a valid shipping address, and assuming a willingness to pay, and to ship the device to a possibly-stale address.
Police in this Area...
The owner has the option of posting contact info on the lost device. If they have not done so, and if you have nowhere to turn it in, then recycle it.

Ignoring discussions of the wisdom of a diplomat picking up a random "lost" device and bringing it anywhere, recycle the device.
Turn it in to the folks administering the location where it was found, or to local police.
It won’t be useful to you with Activation Lock set, and Apple will not identify the owner.
Turn it into the lost & found if there is one where you found it. If not, turn it into the police.
Apple don’t act the rule of lost and found so if you do they will recycle it or hand it over to the local law enforcement

Then hand the phone over to embassy/consular security personnel and have them turn it into local law enforcement.
