The iCloud space has nothing to do with the internal space in your iPhone. If the memory on your iPhone is full, then you should try to remove some of it that you don't use.
Go to:
Settings -> General -> iPhone Storage
In there you can see what is taking up the space, and delete.

Also check right at the bottom of the list . Check if System Data Other Data is bery large, like bigger than 10GB
If it is then restore phone to factory and restore your backup
