You bought iCloud storage, the phone's storage is a fixed size and can't be increased.

iCloud is a syncing service, it will not reduce the amount of data on your phone. You can't move pictures to iCloud, if you delete the pictures on your phone, it will automatically delete your synced pictures on iCloud as well.

Share us the phone storage snap and it will clearly tell what is causing more storage and why iCloud is not reducing it. May be Photos and iCloud Drive can be moved to iCloud
