You have an iPhone 11 and it cannot be updated via using cellular data. You can only update it via a Wi-Fi Network or by connecting it to a PC or a Mac.

This is because updating an iOS version over a cellular connection requires a 5G connection/service and that is only available on iPhone 12, 13 and 14.
